Seamless Pipe: Prelim AD Cash Deposit Rates Take Effect for South Korea, Russia and Ukraine

The Commerce Department will impose antidumping duty cash deposit requirements on imports of seamless carbon and alloy steel standard, line and pressure pipe from South Korea (A-580-909), Russia (A-821-826) and Ukraine (A-823-819), it said in preliminary determinations released Feb. 9. AD duty cash deposit requirements take effect Feb. 10, the date that the notice is set to be published in the Federal Register, as does suspension of liquidation for Ukraine.

Seamless pipe from South Korea and Russia is already subject to suspension of liquidation and countervailing duty cash deposit requirements that took effect Dec. 11, announced in Commerce's preliminary CV duty determinations for those countries (see 2012100053). Commerce also recently set suspension of liquidation and AD duty cash deposit requirements for the Czech Republic (see 2012180042).

Scope Exemptions Added for OCTG, A-335 Pipe

Commerce is adding exclusions to the scope for oil country tubular goods, as well as for A-335 pipe and pipe meeting the comparable GOST 550-75 specification. The exclusions were requested by the TMK Group, and unopposed by the domestic petitioners. The new scope language is as follows:

“Also excluded from the scope of the investigations are: (1) oil country tubular goods consisting of drill pipe, casing, tubing and coupling stock; (2) all pipes meeting the chemical requirements of ASTM A-335 regardless of their conformity to the dimensional requirements of ASTM A-53, ASTM A-106 or API 5L; and (3) the exclusion for ASTM A335 applies to pipes meeting the comparable specifications GOST 550-75.”

​AD Suspension of Liquidation and Cash Deposit Requirements

Commerce will instruct CBP to suspend liquidation for AD duty purposes for all entries of subject merchandise that are entered, or withdrawn from warehouse, for consumption on or after Feb. 10 (liquidation is already suspended for CV duty purposes for merchandise from South Korea and Russia), and require AD duty cash deposits as follows:
