The government of Canada issued the following trade-related notices as of Dec. 16 (some may also be given separate headlines):

  • Temporary electronic procedures regarding CBSA Trade Programs (COVID-19) -- GTA Pilot. The Canada Border Services Agency on Dec. 16 issued Customs Notice 20-37, which provides information regarding temporary measures to be put in place by the agency in recognition of the administrative difficulties imposed by the COVID-19 pandemic. Measures include the electronic submission of duties relief program applications, drawback claims, single and blanket B2 Adjustment requests and Voluntary Disclosure requests. The measures will be piloted in the Greater Toronto Area only initially, with a re-evaluation after some weeks. “For Duties Relief Program Applications and Drawback Claims, companies in regions other than the GTA should continue to file using existing processes (i.e. mail-in); they are not to file using the procedures outlined [herein],” the notice said.
  • CBSA extends investigation for certain concrete reinforcing bar. The Canada Border Services Agency on Dec. 14 announced it extended the preliminary phase of the investigation into the alleged injurious dumping of certain concrete reinforcing bar from Algeria, Egypt, Indonesia, Italy, Malaysia, Singapore and Vietnam. The usual 90-day deadline for completing the preliminary phase has been extended to 135 days, due to “unusually difficult” circumstances. A decision to issue a preliminary determination of dumping or to terminate the investigation with respect to some or all of the goods will be made on or before Feb. 4, 2021.
  • Product Recalls: Decathlon Olaian Boy’s board shorts manufactured in Morocco recalled, for drawstring jamming hazard; various Shapley’s equine grooming products manufactured in the U.S. recalled, for health hazard from lack of required bilingual labeling and aspiration hazard information.
