The agency decided to postpone after the domestic producers that requested the investigations asked for extensions. Liquidation can only be suspended and cash deposits of estimated CV duties can only be collected after the preliminary determinations, although these requirements can be made retroactive 90 days from the preliminary determination if Commerce finds “critical circumstances.”
