  • System enhancements to address eManifest house bills issues and new arrival rules in effect Nov. 1. The Canada Border Services Agency on Aug. 14 issued Customs Notice 20-28, with information about system enhancements to address eManifest house bills issues and to implement new arrival rules for cargo that will go into effect Nov. 1. On that date, all cargo documents will have to be in arrived status before any release notifications are sent out and all Warehouse Arrival Certification Messages (WACM) must include warehouse sub-location codes. Also on Nov. 1, regardless of warehouse type, electronic house bills may be used for all consolidated shipments. Starting Jan. 4, 2021, the use of electronic house bills must be used for all consolidated shipments, if not exempted.
