Vantage Vehicle Group, on the classification of mini trucks. CBP classified the merchandise under subheading 8704.31.0020 (25%). Vantage says it should have instead been classified under subheading 8709.19.0030 (free). #19-00197. Filed Nov. 4.

Royal Brush Manufacturing, challenging a CBP's final determination in an Enforce and Protect Act Investigation that it evaded antidumping duties on cased pencils from China by transshipping the merchandise through the Philippines. #19-00198. Filed Nov. 6.

Target Corporation, on the classification of light emitting diode (LED) lamps. CBP classified the merchandise under subheadings 9405.30 and 9405.40. Target says it should have instead been classified under subheading 8543.70.7100 (2%) or 8539.50.0000 (2%). #19-00199. Filed Nov. 7.

The following appeals of Court of International Trade decisions were filed at the U.S. Court of Appeals for the Federal Circuit during the week of Oct. Nov. 4-10:
