Novolipetsk Steel Public Joint Stock Company and NOVEX Trading (Swiss) SA, challenging the Commerce Department's final results of the antidumping duty administrative review on hot-rolled flat-rolled carbon-quality steel products from Russia covering entries in 2016-17. #19-00172. Filed Sept. 9.

Thatcher Company, lnc., on the classification of citric acid anhydrous. CBP found the merchandise ineligible for Generalized System of Preferences benefits and covered by antidumping duties on citric acid from China. Thatcher says it should have been eligible for duty free treatment under GSP as a product of India. #19-00173. Filed Sept. 9.

Christmas Lights, Inc., on the classification of LED and incandescent string light sets. CBP classified the merchandise under subheading 9405.30.00 (8% + 10% retaliatory duty). Christmas Lights says it should have instead been classified under subheading 8539.50.00 (2%). #19-00174. Filed Sept. 13.

Infantino, LLC, on the classification of toys. CBP classified the merchandise under subheading 9404.90.2000 (6%). Infantino says it should have instead been classified under subheading 9503.00.0080 (free). #19-00175. Filed Sept. 13.

Appeals of CIT Decisions

The following appeals of Court of International Trade decisions were filed at the U.S. Court of Appeals for the Federal Circuit during the week of Sept. 9-15:

Star Pipe Products, appealing a July 9 CIT decision that sustained a Commerce Department scope ruling that its joint restraint kits are subject to antidumping duties on steel threaded rod from China. #19-2381. Opened Sept. 10.

Dillinger France, appealing a July 17 CIT ruling that sustained a redetermination of the antidumping duty investigation on certain carbon and alloy steel cut-to-length plate from France. #19-2395. Opened Sept. 13.
