In the document, Venezuela complained that "the United States has imposed certain coercive trade-restrictive measures on the Bolivarian Republic of Venezuela in the context of attempts to isolate Venezuela economically." It said all these measures -- along with treatment of the Venezuelan public debt -- are inconsistent with the General Agreement on Tariffs and Trade.
