China Activated Carbon: Amended Final Results of AD Admin Review

The Commerce Department is amending the final results of the antidumping duty administrative review on activated carbon from China (A-570-904). Corrections of calculation errors will cause rates for most Chinese exporters under review to fall by nearly half. The agency also says it erroneously listed several companies -- TCF, Jilin Bright Future, Datong Yunguang, SITT, and Shanxi Dapu -- as non-cooperative and subject to the high China-wide rate, when they should have been listed as having no shipments.

These final results will be used to set final assessments of AD duties on importers for subject merchandise entered April 1, 2016, through March 31, 2017.

Amended Cash Deposit Rates Applicable Nov. 19

For entries on or after Nov. 19, Commerce is setting new AD duty cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will continue to be subject to the China-wide rate. The new rates are as follows:

With the removal of five companies from its original list, Commerce now finds 11 companies subject to this review did not demonstrate independence from government control, and assigned them the $2.42/kg China-wide entity rate. These companies are as follows: Beijing Embrace Technology Co., Ltd.; Meadwestvaco (China) Holding Co., Ltd.; Ningxia Guanghua A/C Co., Ltd.; Ningxia Guanghua Activated Carbon Co., Ltd.; Ningxia Guanghua Chemical Activated Carbon Co., Ltd.; Ningxia Jirui Activated Carbon; Shanxi DMD Corporation; Tancarb Activated Carbon Co., Ltd.; Tangshan Solid Carbon Co., Ltd.; Tianjin Jacobi International Trading Co., Ltd.; and Tianjin Maijin Industries Co., Ltd.

No shipments. Commerce now finds those five companies had no shipments, as follows: Datong Municipal Yunguang Activated Carbon Co., Ltd.; Jilin Bright Future Chemicals Co., Ltd.; Shanxi Dapu International Trade Co., Ltd.; Shanxi Industry Technology Trading Co., Ltd.; and Tianjin Channel Filters Co., Ltd. The agency continues to find no shipments for Calgon Carbon (Tianjin) Co., Ltd., Datong Municipal Yunguang Activated Carbon Co., Ltd., Jilin Bright Future Chemicals Co., Ltd., Shanxi Dapu International Trade Co., Ltd., Shanxi Industry Technology Trading Co., Ltd., Shanxi Tianxi Purification Filter Co., Ltd., and Tianjin Channel Filters Co., Ltd. These companies' AD duty cash deposit rates will not change. Any entries under their case numbers during the period of review will be liquidated at the $2.42/kg China-wide rate.

Assessment Rates for Entries April 2016 - March 2017

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between April 1, 2016, and March 31, 2017. Entries from Datong Juqiang will be liquidated without regard to AD duties. Commerce will calculate importer-specific rates for entries from Carbon Activated. Entries from all other exporters covered by this review will be liquidated at the rates listed above.
