CITA Seeks Comments on Possible Changes to US-Korea FTA Textile Rules of Origin

The Committee for the Implementation of Textile Agreements seeks comments by Nov. 16 on potential changes to the U.S.-Korea Free Trade Agreement that would allow use of certain fibers and yarns that are not otherwise originating under KORUS. Fibers and yarns subject to the request from the government of South Korea include:

Timely, relevant coverage of court proceedings and agency rulings involving tariffs, classification, valuation, origin and antidumping and countervailing duties.   • Viscose rayon staple fibers under Harmonized Tariff Schedule subheadings 5504.10 or 5507.00, used to make cotton yarn (other than sewing thread) containing less than 85% by weight of cotton, and not put up for retail sale, under heading 5206
  • Textured and non-textured cuprammonium rayon filament yarns under subheading 5403.39, used to make woven fabrics of artificial filament yarn of heading 5408
  • Cashmere yarn of heading 5108, used to make knitted or crocheted sweaters, pullovers, sweatshirts and vests of heading 6110; other made-up knitted or crocheted clothing accessories of heading 6117; and knitted or crochet parts of garments or of clothing accessories under heading 6117.

Public comments should address whether the fibers and yarns in the request can be supplied by the U.S. domestic industry in commercial quantities in a timely manner. If not, President Donald Trump may proclaim changes to the HTS to implement revised rules of origin.
