Special Import Quota #21 for upland cotton was established on Sept. 20, 2018, and applies to upland cotton purchased not later than Dec. 18, 2018, and entered into the U.S. not later than March 18, 2019. Each quota is equivalent to one week's consumption of cotton by domestic mills at the seasonally adjusted average rate for the period May 2018 through July 2018, the most recent three months for which data is available.
