USDA Sets FY19 TRQs for Raw Sugar and Other Sugar Products

The Department of Agriculture announced the establishment of the tariff rate quotas for raw cane sugar and refined and specialty sugars (including syrups and molasses) for fiscal year 2019 (Oct. 1, 2018 - Sept. 30, 2019).

TRQ Limits for Raw, Refined and Specialty Sugar

The FY19 import TRQ for raw cane sugar will be established at 1,117,195 metric tons raw value (MTRV), the minimum amount to which the U.S. is committed under the World Trade Organization (WTO) Uruguay Round Agreements. The U.S. trade representative will allocate this TRQ among supplying countries and customs areas.

The FY19 refined and specialty sugar TRQ will be established at 192,000 MTRV for certain sugars, syrups and molasses, which represents an increase from the 182,000 MTRV originally announced for FY18 (see 1707030016).

Specialty Sugar Portion of Refined/Specialty Sugar TRQ Consists of 5 Tranches

USDA will administer the FY19 specialty sugar portion of the refined and specialty sugar TRQ in five tranches, on a first-come, first-served basis.

The first tranche, totaling 1,656 MTRV, will open Oct. 1. All specialty sugars are eligible for entry under this tranche. The second tranche will open on Oct. 10 and be equal to 50,000 MTRV. The third tranche will be 50,000 MTRV, opening on Jan. 23, 2019; the fourth and fifth, with 35,000 MRTV each, will open on April 17, 2019, and July 17, 2019, respectively. The second, third, fourth and fifth tranches will be reserved for organic sugar and other specialty sugars not currently produced commercially in the U.S. or reasonably available from domestic sources.
