India Stainless Steel Bar: Commerce Sets New AD Cash Deposit Requirements for Viraj, Venus
Two Indian companies no longer qualify for exemptions and will again be subject to antidumping duties on stainless steel bar from India (A-533-810), the Commerce Department said in the final results of a changed circumstances review. Commerce found that Viraj Profiles Ltd. and the Venus Group have resumed dumping after being partially revoked from the AD duty order in 2004 and 2013, respectively.

Each company had been exempted from the orders because they were found in three successive reviews to have engaged in no dumping (i.e., they received three consecutive zero rates). But according to Commerce, the partial revocations were conditional on Venus' and Viraj's continued lack of dumping.
Cash Deposit Requirements Continue for Entries Beginning Oct. 18
Commerce will direct CBP to continue to suspend liquidation for Viraj and the Venus Group (i.e., Venus Wire Industries Pvt. Ltd. and its affiliates Precision Metals, Sieves Manufacturers (India) Pvt. Ltd., and Hindustan Inox Ltd.) for entries on or after Oct. 18, the date of the agency's preliminary determination. It will also continue the following cash deposit requirements for these companies (unchanged from preliminary rates):
