China Activated Carbon: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on activated carbon from China (A-570-904). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered April 1, 2015, through March 31, 2016.

New Cash Deposit Rates Take Effect Nov. 7

For entries on or after Nov. 7, Commerce is setting new AD duty cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will continue to be subject to the China-wide rate. The new rates are as follows:

China-wide rate. Commerce found 186 companies subject to this review did not demonstrate independence from government control, and assigned them the $2.42/kg China-wide entity rate. See Commerce's notice for a full list.

No shipments. Commerce found Calgon Carbon (Tianjin) Co., Ltd., Sinoacarbon International Trading Co., Ltd., and Shanxi Dapu International Trade Co., Ltd. had no exports to the U.S. during the period of review, so their AD duty cash deposit rates will not change. Any entries under its case number during the period of review will be liquidated at the $2.42/kg China-wide rate.

Assessment Rates for Entries April 2015 - March 2016

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between April 1, 2015, and March 31, 2016. Entries from Datong Juqiang will be liquidated without regard to AD duties. Commerce will calculate importer-specific rates for entries from Jacobi Carbons. Entries from all other exporters covered by this review will be liquidated at the rates listed above.
