BIS Removing Restrictions, License Requirements for Exports to Myanmar

The Bureau of Industry and Security is removing license requirements and other restrictions on exports, reexports, or in-country transfers of items subject to the Export Administration Regulations (EAR) made to people whose property and interests were previously blocked pursuant to three executive orders on Myanmar that were revoked Oct. 7, BIS said (here). The changes, to take effect Dec. 27, will also move Myanmar from EAR Country Group D:1 to Country Group B, a less restrictive placement under the EAR that typically broadens the scope of license exceptions that may be available for exports and reexports of EAR items. However, Myanmar will remain in Country Group D:3, which lists nations raising chemical and biological weapons proliferation concerns, BIS said.
