APHIS Updates PPQ Manuals for Sept. 30
The Animal and Plant Health Inspection Service announced changes Sept. 30 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables and flowers.

Animal Product Manual: The following changes have been made to the Animal Product Manual (here) to reflect up-to-date information and corrections:
Chapter 3-11 Human and Veterinary Pharmaceuticals, Biologicals, and Nutraceuticals
- Page 3-11-1 -- chapter title and chapter table of contents have been revised
- Page 3-11-3 -- first- and second-level headings have been revised
- Table 3-11-2 Commodity Locator -- table title has been revised
- Table 3-11-3 Human and Veterinary Pharmaceuticals, Human and Veterinary Vaccines, Antivenom, Dietary Supplements, Organs and Their Derivatives, and Nutraceuticals Containing Animal-Derived Components - table title has been revised; throughout the table "nutraceuticals" misspelling has been corrected; (page 1) NEW fourth column, fourth cell; (page 1) fourth column, third cell has been revised; (page 2) fourth column, third cell has been revised
- FORMER Table 3-11-4 Human Pharmaceuticals, Dietary Supplements, and Nutraceuticals Containing Lactose as the ONLY Animal-Origin Ingredient -- table has been deleted
Chapter 3-14 Milk/Milk Products
- Page 3-14-2 under "Dry Milk Products" heading -- examples of dry milk fractions have been revised
- Page 3-14-3 -- second bullet (lactulose, etc.) has been revised
- Table 3-14-2 Milk or Milk Products NOT Authorized by a VS Permit -- (page 2) lactose cell has been added
- Table 3-14-3 Dry Milk Products Including Mixtures of Dry Milk Products -- (page 2) FORMER last row (re: lactose) has been deleted; footnote #1 language has been revised
Glossary
- Page Glossary-1-23 -- "galactose" definition has been revised
- Page Glossary-1-29 -- "lact, lacti, or lacto" definition has been revised; "lactose" definition has been revised; "lactulose" definition has been revised
Approved Dracaena Facilities: The list of Approved Dracaena spp. Facilities authorized to export Dracaena spp. from Costa Rica to the continental United States (here) has been updated, 09/2016-32, to add an approved nursery/packinghouse, Registry No. 3587, Annia Fuentes.
Plants for Planting: The Plants for Planting Manual (here) has been updated, 09/2016-48. Revisions, indicated by a black change bar in the left margin of each revised page, are as follows:
- Pages 2-17 and 2-18: Revised information for Canadian grown trees and shrubs
- Page 2-12: Corrected a country name
