CBP Outlines Status of ACE PGA Pilots

The ACE pilot on filing of data required by the Food Safety and Inspection Service (FSIS) is expected to end in June, said CBP (here), presumably opening up FSIS for full ACE filing. That will be followed in July by the end of ACE pilots on filing of Animal and Plant Health Inspection Service “core” (i.e., non-Lacey Act) data and National Marine Fisheries Service (NMFS) data. CBP has set a July 23 deadline for all entries and entry summaries under most entry types in ACE (see 1605200034). Pilots for APHIS Lacey Act, Food and Drug Administration (FDA) and National Highway Traffic Safety Administration (NHTSA) data are already over, with filing now open to all.

Meanwhile, ACE pilots are ongoing for data required by the Department of Defense Trade Controls (DDTC), Agricultural Marketing Service (AMS), Bureau of Alcohol, Tobacco, Firearms and Explosives, Environmental Protection Agency and Alcohol and Tobacco Tax and Trade Bureau (TTB), said CBP, with no indication given by the agency as to when the pilots will end. ATF, EPA, NMFS, the Drug Enforcement Administration, and the Fish and Wildlife Service have allowed non-participants in their pilots to submit their forms through the document imaging system alongside ACE cargo release systems until ACE becomes mandatory for those agencies, CBP has said (see 1604220037).

Though FWS recently announced the beginning of its own ACE pilot (see 1605040023), that agency’s pilot has yet to actually begin, said CBP. The Consumer Product Safety Commission and DEA are expected to begin their pilots in July, said CBP. The Federal Communications Commission has issued a waiver for filing Form 740 for the period July 1, 2016 through Dec. 31, 2016 (see 1511050009). “FCC data submission will be waived and any submission of FCC data will be rejected upon the July 23, 2016 deployment to ACE,” said CBP.
