Suntec appealing an April 21 CIT decision that Suntec missed the deadline for participating in an antidumping duty administrative review, even though it never received a letter telling it a review had been requested. The Federal Register notice announcing the beginning of an administrative review serves as notice to foreign exporters that they are included and must participate to avoid high rates, said CIT (see 1604250033). #16-2093.
