Birch operates CLECs that offer or are certified to offer service across the country, while Primus is a CLEC that offers or is certified to offer service in nine states, Washington, D.C., and Puerto Rico. Birch plans to "purchase certain assets and customers of Primus, including certain customer accounts and receivables, certain customer agreements and contracts, certain vendor agreements and contracts, certain equipment, and certain intellectual property," the PN said.
