China Activated Carbon: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on activated carbon from China (A-570-904) (here). In the final results of this review, Commerce will set assessment rates for subject merchandise entered April 2014 through March 2015.

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

China-wide. Commerce said 181 companies did not demonstrate independence from state control, or otherwise did not respond to Commerce Department questionnaires, and assigned these companies to the China-wide entity.

No shipments. Commerce found the Carbon Activated Tianjin Co., Ltd. did not have any exports to the U.S. during the period of review. The cash deposit rate currently in effect for Carbon Activated will not change, and any entries reported to be from Carbon Activated will be assessed duties at the China-wide rate.

Assessment Rates

As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between April 1, 2014 and March 31, 2015. If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Jacobi Carbons and Datong Juqiang will be assessed AD duties at importer-specific rates. Importers of subject merchandise exported by the $2.22/kg average rate companies will be assessed AD duties at the rates set in the final results.
