Markwins International Corp. on the classification of cosmetic sets. CBP classified the merchandise under various subheadings under HTS heading 4202, dutiable at 18.1 to 20 percent. Markwins says it should have been classified under subheading 3304.90.5000 (free) and 8214.20.9000 (4.1%). #15-00320-324. Filed Dec. 16.

Procter and Gamble challenging CBP's assessment of a 106.17% antidumping duty on its fluorescent brighteners of HTS subheading 3204.20.8000. Procter and Gamble said the merchandise should be exempt from AD duties under a Commerce Department scope ruling issued in October. #15-00325. Filed Dec. 17.
