BIS Issues Export Denial Orders Over Telecom Trade to Syria

The Bureau of Industry and Security handed down a set of penalties for two Dubai-based traders and three companies operated by the individuals over violations of the Export Administration Regulations (here). The two individuals and their companies violated the EAR by conspiring to export and reexport controlled telecommunications equipment to Syria without the proper U.S. authorization and through falsified documents, said BIS. The agency placed the following five entities on the Denied Persons List (DPL) for varying lengths of time:

  • Aiman Ammar (placed on DPL for five years)
  • Rashid Albuni (placed on DPL for six years)
  • Damascus-based Engineering Construction & Contracting (placed on DPL for seven years)
  • Damascus-based Advanced Technology Solutions (placed on DPL for seven years)
  • Dubai-based IT Wave FZCO (placed on DPL for four years)

The five entities are collectively being charged $7 million, the BIS order said. The agency directed the entities to pay only $250,000 in total over an annual, staggered payment schedule. The remaining fees will be waived after two years if no violations are committed, BIS said.
