BIS Proposes Rule to Bring Surveillance Controls in Line with 2013 Wassenaar Accords

The Commerce Department’s Bureau of Industry and Security proposed a rule to implement a set of agreements struck at a Wassenaar Arrangement meeting in December 2013 (here). The agency is also requesting comments on the rule, due July 20. The proposal aims to bring the U.S. into compliance with new export controls, agreed to at the 2013 Wassanaar meeting, on surveillance and law enforcement/intelligence tools, among other goods (here). BIS is adding new Export Control Classification Numbers to the Commerce Control List to provide for the regulatory changes.
