China Activated Carbon: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on activated carbon from China (A-570-904) (here). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise entered April 2013 through March 2014.

Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect

These preliminary results are not in effect, and do not affect cash deposit requirements currently in place. For now, the most recent final AD rate calculated for each Chinese company is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the China-wide rate. The final results of this administrative review are currently due in September.

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. If Datong Juqiang's zero percent AD rate is confirmed in the final results, the company will not be subject to AD duty cash deposit requirements until further notice. Commerce preliminarily calculated the following AD duty cash deposit rates:

Assessment Rates

As part of this administrative review, Commerce will also calculate final AD duty assessments on importers of subject merchandise exported by the companies under review that was entered between May 1, 2013 and April 30, 2014. If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Datong Juqiang and entered during the period under review will not be assessed AD duties. Importers of subject merchandise from Jacobi will each be assigned importer-specific assessment rates.
