BIS Revises Control List to Implement Recent Wassenaar Changes

The Commerce Department’s Bureau of Industry and Security (BIS) is revising the Commerce Control List to implement recent changes made to the Wassenaar Arrangement’s List of Dual-Use Goods and Technologies. The rule is largely effective on Aug. 4, while some provisions take effect on Aug. 30. The EAR provisions comply with the list changes established during a December 2013 Wassenaar plenary meeting (see 13121801). The Wassenaar list changes cover a wide swathe of commodities, including instrumentation tape recorders and digital computers.
