BIS Issues Orders Export Privilege Denials, Amends a Previous Denial

The Commerce Department’s Bureau of Industry and Security (BIS) denied Fidel Ignacio Cisneros (here) export privileges for a six year period following Cisneros' 2012 conviction of violating Arms Export Control Act. BIS denied Cisneros export privileges until Nov. 2, 2018, but the denial is subject to appeal. The appeal must be filed within 45 days of the June 24 denial order. Cisneros, currently an inmate a federal correction institution in Littleton, Colo., was convicted of knowingly and willfully exporting and causing to be exported from the U.S. to Japan an Acquired Tactical Illuminating Laser Aimer, without obtaining a license for such export or written authorization from the State Department. The product is on the U.S. Munitions List. BIS also revoked all Cisneros’s defense article export licenses that he had an interest in at the time of conviction.

BIS also denied export privileges for Luis Alejandro Yanez Almeida (here) for ten years following his 2012 conviction of violating Arms Export Control Act. The denial order may stay in effect until Dec. 8, 2022. The agency also revoked all Almeida’s defense article export licenses that he had an interest in at the time of conviction, and the order is subject to appeal within 45 days. Almeida, currently an inmate at a correction institute in Big Spring, Texas, was convicted of knowingly and willfully exporting, causing to be exported, attempting to export and attempting to cause to be exported into the Mexico States from the U.S. the defense article Century International Arms, model Draco, 7.62 mm pistol, serial number R-6162-09. The product is on the U.S. Munitions List and Almeida did not obtain a license for such export or written authorization from the State Department.

BIS also amended an order to deny export privileges for Kue Sang Chun (here) to change the addresses specified on the denial order. BIS denied export privileges for Chun until Nov. 10, 2016 for a violation of the Arms Export Control Act.
