FCC decision not to grant payphone service providers refunds from AT&T and Verizon. “The court didn’t uphold the integrity of the administrative process,” said Ward Friday, arguing the payphone companies had met the FCC order’s obligations but didn’t get the refunds they felt entitled to receive.
