End-user Review Committee Amends EAR by Revising Entity List
The Obama Administration is amending the Export Administration Regulations by adding 36 persons under 46 entries to the Entity List, the Commerce Department’s Bureau of Industry and Security (BIS) said. The Entity List is a compilation of entities that the administration deems likely to engage in the export, reexport or transfer of weapons of mass destruction. The administration is also revising three existing entries and removing one entry.

The End-user Review Committee (ERC), composed of representatives of the Commerce, State, Defense, Energy and, where appropriate, the Treasury, makes all decisions regarding additions to, removals from, or other modifications to the Entity List. BIS requires licenses for certain exports, reexports and transfer to entities on the Entity List. The licenses are limited and subject to denial. The administration is adding entities located in Armenia, Canada, China, Germany, Greece, Hong Kong, Iran, Malaysia, Thailand, Turkey, and the United Arab Emirates. This rule is also revising one existing entry located in Sweden.
