USTR Sets Sugar Preferences for 11 FTA Countries in 2014
The U.S. Trade Representative is setting the eligibility for preferential tariff rates for sugar, syrup, and sugar products from Chile, Colombia, Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, Morocco, Nicaragua, Peru, and Panama. Under free trade agreements with those countries, sugar and sugar products from a given country aren't eligible for duty-free treatment or preferential tariff rates if that country's imports of sugar and sugar products exceed its exports -- a "negative surplus." USTR made the following determinations for calendar year 2014:

Chile: Negative surplus. Sugar and syrup goods and sugar-containing products are not eligible to enter the U.S. duty-free under subheading 9911.17.05 or at preferential tariff rates under subheading 9911.17.10 through 9911.17.85 in calendar year 2014.
Morocco: Negative surplus. Sugar and syrup goods and sugar-containing products are not eligible to enter the U.S. duty-free under subheading 9912.17.05 or at preferential tariff rates under subheading 9912.17.10 through 9912.17.85 in calendar year 2014.
Costa Rica: The aggregate quantity of goods of Costa Rica that may be entered duty free under subheading 9822.05.20 in calendar year 2014 is 12,760 metric tons.
Dominican Republic: Negative surplus. Sugar and syrup goods and sugar-containing products are not eligible to enter the U.S. duty-free under subheading 9822.05.20.
El Salvador: The aggregate quantity of goods of El Salvador that may be entered duty free under subheading 9822.05.20 in calendar year 2014 is 31,620 metric tons.
Guatemala: The aggregate quantity of goods of Guatemala that may be entered duty free under subheading 9822.05.20 in calendar year 2014 is 42,840 metric tons.
Honduras: The aggregate quantity of goods of Honduras that may be entered duty free under subheading 9822.05.20 in calendar year 2014 is 9,280 metric tons.
Nicaragua: The aggregate quantity of goods of Nicaragua that may be entered duty free under subheading 9822.05.20 in calendar year 2014 is 25,520 metric tons.
Peru: Negative surplus. Sugar and syrup goods and sugar-containing products are not eligible to enter the U.S. duty-free under subheading 9822.06.10.
Colombia: The aggregate quantity of goods of Colombia that may be entered duty free under subheading 9822.08.01 in calendar year 2014 is 51,500 metric tons.
Panama: Negative surplus. Sugar and syrup goods and sugar-containing products are not eligible to enter the U.S. duty-free under subheading 9822.09.17.
