Japan to Raise Duties on U.S. Steel, Bearings
Japan will raise tariff rates to 17.4 percent on certain U.S. steel, bearings, and other industrial products as part of a Sept. 1 renewal of countermeasures against the Continued Dumping and Subsidization Offset Act, also known as the Byrd Amendment. The tariff rates were previously set at 4 percent, according to Japan.

The act allows the U.S. government to distribute antidumping and countervailing (AD/CV) duty revenues to U.S. producers affected by the Japanese tariffs. Japan claims the Byrd Amendment remains inconsistent with WTO agreements. Japan began the retaliation in 2005. As the deadline for Aug. 31 expiration approached, the Japanese government approved a one-year extension of the countermeasures.
The tariff rate will change on the following 13 subheadings of Japanese tariff schedule:
- 7222.11 Other bars and rods of stainless steel, angles, shapes and sections of stainless steel (Bars and rods, not further worked than hot-rolled, hot-drawn or extruded) (of circular cross-section) 17.4%*
- 7222.20 Other bars and rods of stainless steel, angles, shapes and sections of stainless steel (Bars and rods, not further worked than cold-formed or cold-finished)
- 7222.30 Other bars and rods (not covered by Nos. 7221.00--7222.20)
- 7304.59-2 Tubes, pipes and hollow profiles, seamless, of iron (other than cast iron) or steel (other, of circular cross-section, of other alloy steel) (cold-drawn or cold-rolled (cold-reduced)) (other)
- 8482.10 Ball bearings
- 8482.20 Tapered roller bearings, including cone and tapered roller assemblies
- 8482.40 Needle roller bearings
- 8482.50 Other cylindrical roller bearings
- 8482.80 Other, including combined ball/roller bearings
