  • Dispute over motor vehicle 'recycling fee.' Japan has requested consultations with Russia regarding the latter's measure implementing a 'recycling fee' on motor vehicles imported into or manufactured in Russia. The fee has been exempted for companies that have committed to handling waste safely, however the exemption only applies to those companies registered in Russia, Belarus, or Kazakhstan which have agreed to also manufacture in one of those areas as well. Consultations are an opportunity for parties to resolve a dispute before litigation. If after 60 days no agreement can be reached, Japan may request a formal panel. (here)
