The migration of AM service was one of several proposals to increase minority media ownership endorsed by the MMTC from a collection of interest groups -- such as the National Urban League -- that made recommendations under the 2010 Quadrennial Regulatory Review. Others included a proposal to urge Congress to extend rules that encourage business with minority and woman entrepreneurs to media, wireline and wireless and a proposal to designate a commissioner to oversee “access to capital and funding acquisition recommendations.” At the meeting, which included Commissioner Mignon Clyburn and Media Bureau staff, the MMTC also asked that Georgia station WHGH Thomasville have its license reinstated. According to the filing, the station missed an administrative deadline. “The Commission’s failure to reinstate the license for this station will have a profound impact on the Thomasville community ... by preventing an African American owned station that has been operating for over 25 years from continuing to serve the community,” wrote MMTC President David Honig in Tuesday’s filing. The MMTC also asked the commission to reverse changes to the reporting requirements for broadcasters in its 2013 Equal Employment Opportunity audit letters, use the buildout of nationwide IP networks to generate growth in minority and woman-owned businesses, and create an “interagency task force on innovation and entrepreneurship in media, telecom, and broadband” specifically focused on opportunities for women and minorities related to the nation’s transition of phone service to IP.
