Lee and Jackson opposed the deal because it might mean KCOH’s format that’s “geared toward” blacks in Houston would disappear. It’s “well settled policy that the Commission does not scrutinize or regulate programming, nor does it take potential changes in programming formats into consideration in reviewing assignment applications,” said the letter, signed by Media Bureau Audio Division Chief Peter Doyle.
