The group also described a proposed minority investment fund to assist minority station owners who participate in the auction to “invest in other broadcast facilities,” it said. “NABOB is proposing to the large telecommunications companies, which are most likely to be the major bidders in the forward auction, that they create an investment fund that could be utilized by minority entrepreneurs turning in spectrum in the reverse auction,” it said.
