Dougherty opened a Washington office in 1961 for Metromedia, where he was senior vice president and in charge of regulatory and government affairs for 26 years until the stations, now part of News Corp., were sold in a leveraged buyout he helped engineer. He’s survived by his wife, eight children and 12 grandchildren.
