percent above the April 2009 low during the recession, it said. But it declined from December 2011, which was the all-time high since 1990 when BTS' TSI records began. BTS said the Freight Index has shown little change since dropping in January from its December peak. Freight shipments are up 0.4 percent in the five years from the pre-recession level of April 2007 and up 10 percent in the 10 years from April 2002, despite declines in recent years, it said.
