NTCA supports Big Bend Telephone Co.’s petition for waiver of various universal service regulations adopted as part of the Universal Service Fund/intercarrier compensation order and set to go into effect July 1, according to comments filed Wednesday (http://xrl.us/bmyemn). Big Bend, which serves a large area of rugged terrain along the U.S./Mexico border, sees “extraordinary costs,” and the new rules limiting federal support will lead to a “grave risk to Big Bend’s ability to provide service on an on-going basis,” NTCA said. Specifically, the support cap of $250 per line per month and new limits on high-cost loop support “would have a devastating impact on Big Bend’s ability to maintain its network and provide services to its end-users,” which include several government and law enforcement agencies, the association said. Big Bend has said that, absent a waiver, it would default on its loan obligations by 2013 and run out of cash by 2016, eliminating “most, if not all, communications services in West Texas” (CD March 9 p3).
