CBP Seeks Comments on New Document/Payment Transmittal Form for ACE Summaries

U.S. Customs and Border Protection is requesting comments by February 17, 2012 on a proposed Document/Payment Transmittal form for ACE entry summaries, which is part of its information collection request for CBP Form 7501. CBP had previously announced its intent to extend the expiration date of its CBP Form 7501 information collection with a change to the burden hours. CBP is now proposing to add this new Document/Payment Transmittal form and is reopening the comment period for an additional 30 days.

Form Would Allow Trade to Submit Add’l Documentation for ACE Summaries

CBP is proposing to establish a new form called the Document/Payment Transmittal which can be used by the trade community to submit additional documentation associated with the ACE entry summary when it involves information that cannot be submitted electronically, such as check payments and commercial invoices.

(According to CBP sources, use of this proposed new form would be optional and some filers may instead choose to print a paper copy of the CBP Form 7501 and submit the additional documentation with the paper CBP 7501.)

CBP Estimates 20 Respondents for Document/Payment Transmittal Form

CBP estimates there will be 20 respondents for the new form and 60 responses per respondent, for a total of 1,200 responses per year. The estimated time per response is 15 minutes.

(CBP sources noted that although there are over 50 filers of ACE entry summaries, not all filers are expected to use the new Document/Payment Transmittal Form. Sources also note that the number of ACE entry summary filers may have increased since these estimates were calculated.)

(Note that CBP’s previously issued estimates for the CBP Form 7501 information collection remain unchanged.)

Comments Requested on Ways to Minimize Burden, Etc.

CBP is asking for comments from the general public and other Federal agencies on (a) whether this collection of information is necessary for the proper performance of the functions of the agency/component, including whether the information will have practical utility; (b) the accuracy of the agencies/components estimates of the burden of this collection of information; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collections of information on those who are to respond, including the use of appropriate automated, electronic, mechanical, or other technological techniques or other forms of information.
