Canadian Government Notices for Dec 15-16

The Government of Canada issued the following trade-related notices for Dec 15-16, 2011 (note that some will also be given separate headlines):

Timely, relevant coverage of court proceedings and agency rulings involving tariffs, classification, valuation, origin and antidumping and countervailing duties.   • Shipping Act monetary penalties. The Department of Transport is seeking comments within 60 days on a proposal to amend the Administrative Monetary Penalties regulations with respect to seven regulations made under the Canada Shipping Act, 2001. In addition, it is proposing to introduce provisions for how three new notices may be given. These notices would apply to the refusal to issue, the suspension of, the cancellation of, and the refusal to renew Canadian maritime documents (CMDs), as defined in section 2 the CSA 2001. (here)
  • Support of Russia's WTO Accession & GPA. Foreign Affairs and International Trade Canada has issued press releases welcoming the revision to the World Trade Organization Government Procurement Agreement and Russia's invitation to accede to the WTO. (here), (here)
  • Knife classification. The Canadian International Trade Tribunal has dismissed an appeal regarding the proper classification of a paratrooper gravity knife. (here)
  • Use of tall oil acids, etc. The Department of the Environment has issued a Significant New Activity Notice for the substance tall oil acids, reaction products with dialkyleneamine and acid anhydride, compounds with polyalkylene glycol hydrogen maleate alkyl ethers for use in a personal care or consumer products.   • Domestic Substances List. The Department of the Environment has updated the Domestic Substances List with respect to Ethane, 1,2-dibromo- (1,2-dibromoethane) and determined to take no further action with respect to Ethene, 1,1-dichloro- (1,1-dichloroethene). (here), (here)
  • Quinoline. The Department of the Environment has proposed an Order Adding a Toxic Substance (quinoline) to Schedule 1 to the Canadian Environmental Protection Act, 1999 (here)
  • Sausage casings. Health Canada is issuing an Interim Marketing Authorization (IMA) to permit the use of microcrystalline cellulose as a bodying and texturizing agent in sausage casings at levels consistent with good manufacturing practices while it undertakes the regulatory process to amend its regulations.   • Plum Pox monitoring. The Government of Canada is moving forward with a Plum Pox Monitoring and Management Program (PPMMP) over the next five years to minimize the impact of this virus on Canada’s tender fruit industry, as well as to facilitate industry management of PPV. (here)
