DDTC Issues Updated FAQs on D-Trade

The Directorate of Defense Trade Controls has issued an updated frequently asked questions document on D-Trade. The document provides information on D-Trade basic use; form completion, submission, and follow up; digital certificates; and super users (D-Trade users responsible for managing company users). According to DDTC sources, the last major update to these FAQs occurred in 2008.

The following are highlights of the numerous updated FAQs (see notice for full list of FAQs):

Basic Use

The updated FAQs clarify that registration with D-Trade is required for those already registered with DDTC. Registration is required for industry users who will be submitting license applications or other D-Trade forms or supporting documentation. In order to continue use of D-Trade, a company’s DDTC Registration must be current.

The FAQs have been updated to state that D-Trade is completely paperless and to provide additional information on D-Trade system requirements, user types (Super User, Regular User) and their functions, and user roles (Industry Submitter, Status Retriever, Signature Authority) within D-Trade.

When trying to register with D-Trade and users see multiple entries of their company's name, DDTC previously instructed users to call the D-Trade Help Desk at 2026632838. In the updated FAQs, DDTC now advises users to not make a selection and instead, either call the D-Trade Help Desk or send an email to DTradeHelpDesk@state.gov for assistance.

Form Completion, Submission and Follow Up

The updated FAQs provide new information on how to submit requested information as an attachment and the acceptable file formats for attachments. Revised information is also provided on how to submit applications, how to track the status of cases submitted, and how to resubmit an application that was returned without action.

New questions and answers have been added on how to use D-Trade for Windows 7 with Internet Explorer 8 and on how users can add documents to an existing application under review in D-Trade.

Digital Certificates

Revised information is provided on what digital certificates are and who needs them. FAQs regarding sharing digital certificates, the time it takes to receive the digital certificate once ordered, corrupt digital certificates, Crypto Private Keys, and what to do if a digital certification is about to expire remain unchanged.

Super Users

New links and information are provided on what is and how to designate a Super User. FAQs on how Super Users are notified once they have been assigned this status in D-Trade and how they can assign themselves the Industry Signature Authority role, and how to delete a Super User remain unchanged.

A new question and answer are provided on why after faxing a Super User letter, users could receive an email from the D-Trade Helpdesk stating that they did not provide a valid registration code. The FAQs also address why after users fax their Super User letter, they could receive an email from the D-Trade Helpdesk stating that the request was not signed by an empowered official or was not submitted on company stationery.
