BIS Issues Final Rule to Correct Typos, Add Conforming Definitions
The Bureau of Industry and Security has issued a final rule, effective September 21, 2011, that corrects reference and typographical errors in five parts of the Export Administration Regulations (EAR) and two categories of the Commerce Control List (CCL). BIS states that these corrections are editorial in nature and do not affect license requirements. (This final rule affects 15 CFR Part 743, 748, 772, 774 Supplement No. 1, and CCL Categories 3 and 5 (Part 2).)

In addition to the editorial corrections, this rule adds two definitions, “Communications Channel Controller” and “Network Access Controller,” to Category 4 of the CCL in order to ensure consistency with the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies.
