CITA Removes Certain Ring Spun Cotton Yarns from DR-CAFTA Short Supply List

The Committee for the Implementation of Textile Agreements has determined that an acceptable substitute for certain compacted, plied, ring spun cotton yarns1, is now available in the DR-CAFTA countries in commercial quantities in a timely manner. As a result, the yarns will be removed from the DR-CAFTA short supply list and textile and apparel articles containing the yarns will not be considered DR-CAFTA-originating if the yarns are obtained from non-DR-CAFTA sources effective for goods entered on or after February 20, 2012. CITA sources note that this is the first time a product has been removed from this list.

(On July 20, 2011, CITA received a request from Parkdale Mills and Buhler Quality Yarns for a Dominican Republic-Central America-U.S FTA Commercial Availability determination to remove the yarns from the short supply list (Annex 3.25), or restrict their quantity. These two domestic mills stated they could supply substitutable yarns and provided the necessary documentation. At that time, CITA notified interested parties of the request, but no interested entity submitted a response advising CITA of its objection to the request.)

2DR-CAFTA Annex 3.25 contains fabrics, yarns, and fibers that have been determined to not be available in commercial quantities in a timely manner in the territory of any DR-CAFTA party.
