CIT Says Carbazole Violet's Valuation Must be Explained in China AD Review
In the December 2007 - November 2008 AD administrative review of carbazole violet pigment 23 from China, the International Trade Administration used a surrogate value for nitric acid of 35.08 Indian rupees per kilogram from a public Indian government source it had rejected in a prior review because it included aberrational high import values.

Chinese producer/exporter Trust Chem Company Limited argued at the Court of International Trade that the 9 rupees per kilogram value it proposed, based on prices reported in a weekly trade publication, was more specific and representative of the material used to produce subject merchandise. The CIT noted that the ITA chose a value 12 times higher than the value originally proposed by petitioners, and ordered the agency to explain its choice of values on remand.
