House Passes Bill with Light Bulb Prohibition, HMF Amendments

- prohibit the implementation or enforcement of higher efficiency light bulb standards;
- prohibit funding to expand the authorized uses of the Harbor Maintenance Trust Fund; and
- prohibit funding for Department of Energy International Programs in China.
