Congress and White House Work to Prevent Gov't Shutdown on April 9

On April 4, 2011, the White House invited House Speaker Boehner (R), Senate Majority Leader Reid (D), and the Chairs of the Senate and House appropriations committees Senator Inouye (D) and Representative Rogers (R) to a meeting on April 5, 2011 to discuss the fiscal year 2011 funding bill and urge a final agreement, as the latest continuing resolution to keep the government funded expires on April 8, 2011.

House CR Would Fund Gov’t for Additional Week & Make $12B in Cuts

In addition, on April 4, 2011, House Appropriations Chairman Rogers introduced another continuing resolution (CR, H.R. 1363) that would fund the government for an additional week while cutting $12 billion in discretionary funding, including cuts to (partial list):

  • DHS -- reduction of $1.4 billion in Department of Homeland Security programs, including $112 million from IT programs and multiple reductions to administrative expenses;
  • Agriculture - $1.4 billion in cuts to Agriculture programs compared to last year’s level, including $350 million from a dairy industry program;
  • Commerce - cuts of $430 million for accounts within the Commerce/ Science/ Justice section, including $22 million from the Census Bureau and $20 million from the National Institute of Standards and Technology (NIST);
  • Defense - cuts of 2.9% from the Administration’s FY 2011 request for the Department of Defense; and
  • Transportation - cuts of nearly $2 billion from transportation and HUD programs.
