Timely, relevant coverage of court proceedings and agency rulings involving tariffs, classification, valuation, origin and antidumping and countervailing duties.   • 7 chemicals identified as SVHC. The European Chemicals Agency (ECHA) has published proposals to identify seven chemicals as Substances of Very High Concern (SVHC) and possible candidates for authorization under the EU REACH regulation. Interested parties are invited to comment on the proposals by April 7, 2011. (here)
  • VAT and customs clearance. The European Commission has issued a report on the outcome of its public consultation on EU centralized clearance of goods imported through EU Customs. (here)
  • Food labeling rules. The European Council has adopted its first-reading on a draft regulation on food labeling rules, which would make compulsory declaration of certain nutrition information and country of origin labeling. etc. (here)
  • Trade barriers & export controls. The EU Commissioner for Trade gave a speech on the EU view of the Transatlantic Economic Council and the state of the World Trade Organization (WTO), stating among other things, that members should stop building trade barriers and that introducing export controls cannot be sustained.   • EU-Russia exec trade talks. The European Commission will have executive-to-executive talks with the Russian Government on February 24, 2011, that will cover the full range of EU-Russia relations, including support to Russia's modernization process, trade and energy matters, deeper technological cooperation, etc. (here)
  • Climate change, global sustainability. The EU Commissioner for Climate Action will go to South Africa to hold bilateral talks on international action to combat climate change and to participate in a meeting with a UN panel that has a mandate to formulate a global blueprint for sustainable growth and low-carbon prosperity.
