House Passes FY 2011 Continuing Appropriations Act
On February 18, 2011, the House passed H.R. 1, making appropriations for the Department of Defense and the other departments and agencies of the Government for the fiscal year ending September 30, 2011 by a vote of 235 yeas to 189 nays.

Prior to passage, the House adopted numerous amendments, including amendments to: (i) prohibit the use of funds by the EPA to implement, administer, or enforce any statutory or regulatory requirement pertaining to emissions of greenhouse gases and (ii) prohibit the use of funds to carry out any of the activities described in section 6A of the Consumer Product Safety Act (on establishing a publicly available database of consumer product safety incidents). Among the amendments rejected were amendments to (i) prohibit the use of funds in to provide payments (or to pay the salaries and expenses of personnel to provide payments) to the Brazil Cotton Institute and (ii) reduce funds by 3.5% for the Departments of Defense and Homeland Security.
