DOE Seeks Comments for New TV Test Procedures
The Department of Energy has announced that it is initiating a rulemaking and data collection process to develop a test procedure for televisions. Comments are due by October 4, 2010.

Previous Test Procedure Repealed due to Analog/Digital Broadcast Transition
DOE adopted a test procedure for televisions in June 1979, which was previously provided for in 10 CFR Part 430, Subpart B, Appendix H. However, this procedure was repealed in October 2009, in light of the June 13, 2009 transition from analog to digital broadcast transmissions to televisions.
DOE Seeks Comments on Scope, Luminance, Signal Source, 3D Technology, Etc.
DOE states that it has begun its rulemaking process by gathering data and identifying several issues associated with the currently available test procedures on which DOE is particularly interested in receiving comment. DOE is seeking comments on a number of issues associated with the following topics (see notice for details):
- Scope of coverage (should computer monitors be included in the scope of the TV test procedure)
- Luminance level measurements
- Automatic brightness control
- Signal source
- Steady state
- Three dimensional (3d) technology
- Download acquisition mode
- Internet connectivity
- Power saving technology
DOE is also interested in comments on other relevant issues that participants believe would affect test procedures applicable to this product.
After Comment Period Closes, DOE to Look at Comments & Issue Proposed Rule
After the close of the comment period, DOE will begin collecting data, conducting the analyses, and reviewing the public comments. These actions will be taken to aid in the development of a test procedure proposed rule for TVs.
