DDTC Says LO/CLO Technology-Related License Requests May Need More Info

The Directorate of Defense Trade Controls has issued a notice announcing that special documentation may be required for export licenses pertaining to low observable/counter low observable (LO/CLO) technology.

DDTC states that given the sensitivity of LO/CLO technology, these license requests are afforded special scrutiny by the Department of Defense.

(LO/CLO technology covers a range of techniques used with personnel, aircraft, ships, submarines, and missiles, in order to make them less visible to radar, infrared, sonar and other detection methods.

According to a DOD 2001 document, the environment of LO/CLO technologies has made it extremely difficult to distinguish between technologies, which are appropriate for export through the commercial marketplace, and militarily critical technologies requiring further controls. DOD May Request Additional Information for License Requests

DDTC states that companies whose export licenses deal with technology related to LO/CLO technology may be contacted by officials of DOD’s Defense Technology Security Administration with regard to clarifying special support documentation requirements for license requests.

The additional information will assist the Department of Defense technical review process in adjudicating these cases. Companies should follow the guidance provided and ensure their submissions contain the additional information requested.
