BIS Amends Name, Facilities and ECCNs for China VEU Applied Materials
The Bureau of Industry and Security has issued a final rule, effective May 14, 2010, which amends the Export Administration Regulations to update the name of an existing validated end-user in China, and revises its lists of eligible items and facilities.

BIS Updates Name to Applied Materials (China), Inc.
BIS’ final rule amends Supplement No. 7 to 15 CFR Part 748 to update the name of Applied Materials China, Ltd. to Applied Materials (China), Inc.
Four Previously Approved Facility Names/Address Modified
Prior to this rule, four facilities in the cities of Shanghai, Beijing, Wuxi and Xi’an had been approved as eligible destinations. BIS’ rule modifies the addresses and names of these facilities, which are now listed as follows:

Three New Eligible Facilities Added
The final rule authorizes three additional Applied Materials facilities located in Beijing, Shanghai, and Wuhan to its list of eligible destinations as follows:

ECCNs Added to List of Eligible Items for Certain Facilities
The final rule also expands the eligible items authorized for export, reexport, or transfer (in-country) to Applied Materials’ facilities to include items classified under ECCNs 2B006.b; 3B001.b; 3B001.c, 3B001.f; 2B350.i.; 3B001.d; and certain items classified under ECCN 3D0021. The revised list of eligible items now includes the following:

In addition, certain items classified under ECCN 3E0012 are added to the list of eligible items for Applied Materials’ Xi’an facility only.
