ITA Fact Sheet on Preliminary AD Rates for China Standard, Line, and Pressure Pipe

The International Trade Administration has issued a fact sheet announcing its affirmative preliminary determination in the antidumping duty investigation of certain seamless carbon and alloy steel standard, line, and pressure pipe from China.

As a result of this preliminary determination, the ITA will instruct U.S. Customs and Border Protection to collect cash deposits or bonds based on the preliminary AD duty rates below.

Preliminary AD Rates Range from 32.39% to 98.37%

The ITA preliminarily found that Chinese producers/exporters have sold seamless pipe in the U.S. between 32.39% and 98.37% less than fair value.

Mandatory respondents Tianjin Pipe International Economic and Trading Corporation (TPCO); and Hengyang Steel Tube Group Int’l Trading Inc., Hengyang Valin Steel Tube Co., Ltd., Hengyang Valin MPM Tube Co., Ltd. (collectively, Hengyang) will receive preliminary AD duty rates of 32.39% and 91.93%, respectively.

Five companies qualified for a separate rate of 62.16%. All other Chinese producers/exporters will receive a preliminary China-wide entity rate of 98.37%.

Final Determinations Scheduled for September 2010

The ITA is currently scheduled to issue its final determination in September 2010.
